No. You start where your reading level fits. Noorani Qaida is for those who cannot yet read Arabic; stronger readers begin further along the pathway.
The Quran memorization (Hifz) course leads to becoming a Hafiz. Students usually complete Quran reading and basic Tajweed first, then begin memorizing from Juz 30.
